Acting on a tip-off, Green Arrow and Speedy staked out a dime store and encountered the costumed criminal, The Wind, and his gang. The Wind created a howling hurricane that blew arrows off-course and defeated the heroes but, mysteriously, it appeared that they left the store without taking anything. The same thing happened the next night at a jewellery store where, again, nothing was stolen.
Green Arrow and Speedy discovered that the winds were created with a giant wind machine in the back of a truck and they destroyed the machine, eliminating the wind problem. They also noticed that there were, in fact, things taken from the crime scenes: their own arrows.
The Wind turned out to be a collector of arrows, Mr A Wynd. He had asked for the heroes' arrows for his collection, but had been refused, and he devised this method of obtaining them. However, he was no harmless collector: he threatened the archers' lives while committing one final arrow-stealing crime, but they escaped his vacuum trap and captured him.
