The Liquidator was a mutant avenger of the seas who acted as a vigilante to punish evildoers. He came into conflict with Aquaman when a marauder began causing trouble around Atlantis. The Liquidator mistakenly identified the perpetrator as Aquaman as a result of the plotting of Lord Ragnar, an Atlantean noble. Aqualad realised that Ragnar's helmet had something to do with the problem, and when he snatched it from Ragnar's head, the Liquidator sensed that Ragnar was the source of the evil.
Ragnar caused the Liquidator to be buried in rock on the ocean floor, but after Aquaman had captured Ragnar, he rescued the Liquidator so he could continue his crusade for justice.
