The Legionnaires were all off planet when the President of Earth and Chair of the UP Inner Council was killed in a jet-truck accident. Kandro Boltax, the Vice-President, succeeded him, and appeared to be a breath of fresh air, changing officials in every appointive office. His Bill for the new water purification plant was a popular start but, soon after, he started campaigning for the Legion to be outlawed. At first it seemed an unpopular move, but eventually the whole Council approved, with the populace in agreement.
By the time the Legionnaires returned to Earth, their charter had been annulled, and they were banned from using their powers. Those who were not arrested went underground until, with the last-minute aid of Rond Vidar, they neutralised the hypno-chemicals in the water that had caused the people to turn against them. ‘Boltax’ turned out to be an impostor: Universo had kidnapped the real Vice-President, arranged for the President’s accident, and drugged the planet’s water supply.
The real Boltax was found and restored to office. He called upon the Legion to help broker a peace with the Dominators, and also had the more dubious pleasure of introducing them to Ambassador Thora of Taltar. He was apparently a good President – at least, at this time in his career.
