He was shunned by other boys because he was not their physical equal, and sought solace in make-believe. Dressed as Green Arrow, he went out to try and catch a crook. He fell asleep, but woke to witness gangsters, working for the mastermind known as 'the Brain', operating a protection racket at a restuarant. He let down the mobsters' car tyres to make their getaway more difficult. They stole a vegetable truck, but Bob climbed aboard and threw vegetables out to lay a trail, that Green Arrow and Speedy followed. The gang found and caught Bob, and used him to set a trap for Green Arrow. But quick-witted Bob was able to set off a fire alarm to alert Green Arrow and Speedy, who foiled the trap and caught the Brain and his mob. Pre-Crisis/Earth-Two
