Percy De Chaunce was a Gotham City socialite, and also the criminal mastermind known as 'the Fop'. He took on three habitual criminals and taught them to act like gentlemen, in order to stop them appearing as obvious crooks. At a costume ball, the Fop claimed to be dressed as the famous thief, Raffles, and 'robbed' the guests, who want along with what they believed was a charade. But Green Lantern (Alan Scott) and Doiby Dickles were also there, dressed as themselves, and went into action to foil the thieves. The Fop escaped, but when finally unmasked by Green Lantern, he committed suicide rather than face prison.
