Joe Meach was a former high diver who had fallen on hard times. Superman obtained a job for him at the Superman Museum, but there his anger and resentment at his situation became focused on Superman. One night, as Meach was sweeping in front of the Legion of Super-Heroes statuettes, a bolt of lightning passed through an open window and struck the display. The statuettes were actually miniature lifeless duplicates of the Legionnaires and they unleashed an energy blast that struck Meach. Meach discovered that he was endowed with the combined powers of the Legion members.
Meach became an enemy to both Superman and Batman, donning a costume that combined both of theirs. They could not defeat him, but eventually his powers wore off and he reverted to normal with no memory of the venets.
Meach regained his powers once more as a result of the intervention of an alien named Xan. He captured Superman and Batman for Xan, and then his powers again wore off. As Xan was about to fire a lethal blast at the heroes, a remorseful Meach intercepted the blast and died.
