He formed an alliance with the German ambassador in Mexico during WWII, and embarked on a plan to sacrifice the life of Shiera Sanders in order to gain immense power over pureblood Mexicans and then lead a bloody revolution. This plan was thwarted by Hawkgirl and the All-Star Squadron. Pre-Crisis/Earth-Two
