The Eel, whose real name was unknown, was a supervillain who was opposed by the Star-Spangled Kid and Stripesy. He wore a purple suit with which he could generate electricity and was also an accomplished hand-to-hand combatant. His agility was at the upper limit of human ability to the extent of being able to sneak more than once from the duo of Star-Spangled Kid and Stripesy heroes with relative ease. The Eel was known in the underworld as the king of escape.
