He invented a machine that caused inky-black rain to deluge the city, making it impossible to see. The Cloud's gang attempted to rob a store, but were caught by Doctor Mid-Nite, who could see in the darkness. The Cloud's next robberies were successful, but eventually Doctor Mid-Nite caught him and the rest of his gang. Pre-Crisis/Earth-Two
