Chiller Diller was an artificial construct of Green Lantern's power ring. GL made it as a pretend 'menace' in order to avoid dealing with Carol Ferris' marriage proposal. Unfortunately, Hal got knocked out by a toy plane, and the 'menace' caused havoc by stumbling around and being generally clumsy. After GL revived, he destroyed the 'menace' and managed to neatly sidestep the marriage proposal, too.
