Erik Razar escaped from prison through its power plant. He messed up the electrical controls, causing a tremendous electrical charge to hit his body. This somehow caused a molecular change and gave him the power to transform into animals, a power he used to commit crimes. Flash (Jay Garrick) chased him, and in their final fight Razar turned himself into a shark. Flash held his gills in order to asphyxiate him, and then the hero battered Razar's head until he died.
Note:This is the only known instance of the Flash killing a villain.
