Gangster Phillip Cobb initially operated under the pseudonym 'Signalman', in which identity he was captured by Batman and Robin. In prison he met Bulls-Eye a foe of Green Arrow, and was impressed by him. He thought that adopting a new identity using trick arrows might confuse Batman and Robin as they'd not be used to dealing with them. Thus he became the Blue Bowman. Unfortunately, he was mistaken in his belief and he was easily beaten again by Batman.
