He captured Robin thanks to an unlucky accident. He insisted on giving people an 'even break', relying on the lucky outcome of a 50-50 chance to determine their fate. Three members of his gang who failed him were given apparently even chances: two failed, one survived. Then it was Robin's turn to choose between two doors: one to escape, one to die in a hail of bullets. But he had worked out that the 'even breaks' were rigged, and used his wits to escape Finley's trap. He returned with the police to arrest Finley and his gang. Pre-Crisis/Earth-Two
